NSF Data Management Requirements, October 2010

During the May 5th, 2010 meeting of the National Science Board, National Science Foundation officials announced a change in the implementation of the existing policy on sharing research data. In particular, NSF is planning to require that all proposals include a data management plan. NSF writes:"The change reflects a move to the Digital Age, where scientific breakthroughs will be powered by advanced computing techniques that help researchers explore and mine datasets," said Jeannette Wing, assistant director for NSF's Computer & Information Science & Engineering directorate. "Digital data are both the products of research and the foundation for new scientific insights and discoveries that drive innovation."

“[O]n or around October, 2010, NSF is planning to require that all proposals include a data management plan in the form of a two-page supplementary document.”

NSF’s “Proposal and Award Policies and Procedures Guide” states: “The proposal budget may request funds for the costs of documenting, preparing, publishing or otherwise making available to others the findings and products of the work conducted under the grant. This generally includes the following types of activities: reports, reprints, page charges or other journal costs (except costs for prior or early publication); necessary illustrations; cleanup, documentation, storage and indexing of data and databases; development, documentation and debugging of software; and storage, preservation, documentation, indexing, etc., of physical specimens, collections or fabricated items.
